[BUG] 某些 IPV6 地址无法在 IP 查询 功能中搜索到有关记录，仅有基本信息

问题描述 - Issue Description

我遇到了一个 IPV6 地址：2409:8a28:cd3:e5e0::51f
该 IP 可以在下载器和 PBH 的活动 Peer 列表中显示，但无法在 IP 查询 功能中搜索到历史访问记录，仅有基本信息
即使将 :: 的缩写部分补齐，或使用 [] 包裹该 IP，依旧无法查询到历史访问记录
这应该不是因为未保存缓存记录导致的，因为在 v6.4.2 及后续版本 查询时将强制保存缓存的记录 #573 提交：9281348
注意：该 IP 并不是仅存在了几秒，该 IP 有正常的 PeerID，且会给予我下载（几十KB/s，波动不大），同时可以跑满我的上传（6MB/s）

复现步骤 - Reproduce steps

1. 确定该 IP 出现过且被 PBH 观测到
   
   
2. 从活动 Peer 列表复制该 IP，填写至 IP 查询，去掉端口号，不加 []
3. 出现 BUG，IP 查询仅有基本信息，没有其他信息
   
4. 验证：随机选取一个其他的 IPV6 地址：2409:8a44:7956:3790:7639:89ff:feaf:b3a8，PBH 正确返回了信息
