Currently just a draft PR based around some of the changes I started making last night as I tried to get this function to work to support UHM-5902. This should be iterated upon and developed such that it can resolve the issues identified in UHM-5918, and meets the functional requirements in UHM-5901, UHM-5902, UHM-5750 (and anywhere else these functions are already in use, if applicable).
