Extra thought, can add the ClearFulfilledRequest() in the Reset() function. A reset without a peers requests clear will not work anyway.

… if the broadcast was performed 88704c4 Masternode-sync: Only mark tier two messages sync requests as fulfilled if the messages are broadcast. e.g: do not mark them as fulfilled before fail for a timeout. (furszy) Pull request description: This bug accompanied with #2559 (and a sync threshold timeout), causes that the local node marks every new connected peer's tier two request message as fulfilled without sending the sync request to it. e.g: do not mark the sync request as fulfilled before fail for a timeout. Only do it when the node is sure that the message will be broadcasted.
