needed for macos cross builds due to an outdated runner cache.
Avoids the need to (re)install python from distro repos.
there is no arm64 python 3.8 cache for these runners, leading to a benign but ugly warning.

Latest batch of GA runner images have introduced some more minor bugs that were preventing builds from finishing.
first two commits address the halting bugs, second two are a semi-related optimization.
