Try to use bandwidth limiting to improve wireless performance. (ros ticket #3686)

With bandwidth limiting on the computer rather than on the router, you often get lower latency. (You can also use QOS to prioritize ssh connections.)

Also, excessive congestion can cause network throughput to drop. Bandwidth limiting might allow us to prevent getting so much congestion that the throughput starts to drop.
