TensorRT 8 has a new API to create engine and to serialize host memory.
There is a bug that use the new create engine API and the old serialize API.
This PR fix the problem by
buildEngineWithConfig) + old serialized API (ICudaEngine::serialize())buildSerializedNetwork) for both engine create and serialization
