Pcard-67164
本PR做了如下工作：
支持了Value的detach方法，后续适配pir会用到
LinearWarmup无可修改静态图单测，补充了一个pir单测
LocalResponseNorm 完成全部单测适配
paddle.optimizer.LBFGS 无静态图实现，无需适配
paddle.incubate.optimizer.LBFGS 是废弃算子，无需适配，incubate目录下还有一个minimize_lbfgs api，这个其实是静态图的LBFGS的实现，但是需要pir支持while op，当前还无法适配
