现在的SLANet做预测时，在bbox解码部分没有适配最新的训练策略，导致解码出的坐标不对（如下图），PR修复了此问题

好像还是有问题
使用的是SLANet_ch和对应的模型
命令： python tools/infer_table.py -c configs/table/SLANet_ch.yml -o Global.pretrained_model=./ppmodel/ch_ppstructure_mobile_v2.0_SLANet_train/best_accuracy.pdparams Global.infer_img=./data/table_rec_
