Description
Upgrades underlying Terraform provider SDK from v1 to v2 using https://github.com/hashicorp/tf-sdk-migrator.
Incorporates fixes for breaking changes due to SDK upgrade.
Fixes broken test due to invalid function reference.
Motivation and Context
Updates Terraform provider SDK from v1.x to v2. Hashicorp no longer supports/improves SDK v1.

make testgo version go1.21.4 darwin/arm64
Types of changes
Drops support for Terraform 0.11.x due to SDK upgrade. New minimum required version is 0.12.x.
