Description
This PR updated the Sidebar and the Tools Tab per the new design guidelines. The top Panel in the Sidebar and usage of the Beta Badge in the Tools Panel have been removed.
Note: The Button code that has been removed from the Sidebar is to be moved into the Performance Stats Tab (WIP).

Manually verified that the component displays as expected.
