Description

As reported in #2684, in certain scenarios, such as in the Customizer block editor, the wpParselySmartLinkingAllowedBlocks will be undefined.

This PR adds a fallback when wpParselySmartLinkingAllowedBlocks, and therefore, fixes the undefined error that prevents widgets from being edited.

Tested locally, by following the steps in #2684
