Parse "Cannot Use - Skills" modifiers

Description of the problem being solved:

The Wailing Wall prevents Shield Skills. The Empty Roar prevents Warcries. And Tyranny's Grip disables Projectile Attacks.

Steps taken to verify a working solution:

• Tested in game that The Wailing Wall in fact disables the Shield Raise.
• Confirmed in game that Tyranny's Grip disables Spear Throw.
• Spell projectiles still work, and attacks without projectiles work. Just attack+projectile as expected.
