Adds custom tinctures with values guessed based off the reveal data, possible not all tinctures exist or that the roll ranges are wrong
also adds mods with the same caveat
This adds "proper support" for tinctures, similar to flasks
Note that almost none of the local mods are parsed
And that Mana Burn isnt implemented
