FTP downloader is brittle for large file downloads from GEO

This is particularly annoying for retrieving single-cell datasets in the AnnData format.

There is a retry mechanism that works well, but it's wasteful to have to redownload everything. Maybe a better approach would be to attempt to resume the download from a last good point or use curl.
