The director won't reject redirect requests such as
/pelican/monitoring/xxx.txt,/pelican/monitoring/selfTest/xxx.txt, and/pelican/monitoring/directorTest/<wrong-prefix>.txtfor backward compat reason, but the rest of the requirements are implemented in this PR.
