(Stoa0261.stoa002.perseus-lat1) EpiDoc and CTS conversion

As I was going, I just thought maybe let's not stop...

I would recommend merging files lat-1 and lat2, because they are split because of a printed source, it does not make sense to keep two files separated. Depending on the feedback, I'll indeed include lat2 in the lat1 file.

I also corrected stoa0002 into stoa002.

I won't be able to address these for some time. In the course of conversion, I do a comprehensive source and header review. The Latin files in Perseus are often unsourced or badly sourced, so conversion is often the only opportunity I have to check all of that data and revise the metadata files, which were incomplete or irregular.

This is just not something I can work on right away. There are too many other priorities on the Greek and First1k side as well as the usual Perseus work and I prefer to work on author corpora as whole and do so with care.

Also, keep in mind there may be open issues on particular authors or corpora or corrections submitted via collaborators.
(I know Michael had discussed working on Tacitus — that may not be possible now, but I was setting this aside for him as that is his speciality.)

I would hate to see an enormous data dump that cannot be managed for months on end just sitting here. Please understand that while we very much appreciate the contributions, I am not in a position to switch projects right now.
