In vanilla, bloom does not effect things with dull emission.

Additionally, force a light in the space that the emissive block occupies.
This would help with lighting and could be a sort of fake over-exposure effect.

This would require some sort of exposure detection, maybe even localized exposure detection.
Otherwise this would just bloom the entire surface.
