[WIP] Update Project Info

This is a tracking PR to hold any information about the project's future fate.

There's been some effort to maintain polaris and continue development on this public fork for the last few months, so any discussion on what we should do can happen here.

Feel free to suggest what we should add to the readme to reflect the state of the project

So is this project sunsetted i been looking about and trying to fine more info on server dev now that sega move PSO2 Classic as an DLC pack as an side download its become clear that they move on so if we can get something new started that be great.

Last update was about a year ago now, hoping for this revive since to the current state of PSO2/NG
