Ed64 vseries

Description

Provides a possible PoC implementation towards support for the Everdrive 64 V series (2 - 3) flashcarts.
It requires work and requires help to improve before it can be merged.
The implementation includes (hopefully) enough comments to get a base implementation to load and Altra64 OS in conjunction with libcart provides further advice.

this is useless on my ed64p
the issue is all 64mb roms use a cic other than 6102
the current code doesnt allow different cics
if you do a little rom hacking these roms boot
the issue is ALL 64mb roms use a cic other than 6102
so the 2 things that really need fixing are the cic stuff and the saves as i also had to disable saves
