Bump micromatch and vinyl-fs in /packages/build

Removes [micromatch](https://github.com/micromatch/micromatch). It's no longer used after updating ancestor dependency [vinyl-fs](https://github.com/gulpjs/vinyl-fs). These dependencies need to be updated together.


Removes `micromatch`

Updates `vinyl-fs` from 2.4.4 to 4.0.0
