PR Summary

Update to latest crates
Remove use of unmaintained atty crate
Removed dependency on node for tree-sitter
Use arm64 ubuntu images for release instead of cross compiling
Remove support for jsonschema to use reqwest for remote retrieval DOC impact
Add NOTICE.txt file and include in packages
