Moving all docs to Docs folder

This is one of several issues for managing the documentation in preparation for publishing on docs.microsoft.com.

I am moving all documentation to the docs folder so that all docs that will be published to docs.microsoft.com are in one location. Moving the rules documentation will also require updates to the Pester tests.

Any documentation for this repo should be kept elsewhere.
