Update default type definition of RuleInfo

PR Summary

The default type definition of [Microsoft.Windows.PowerShell.ScriptAnalyzer.Generic.RuleInfo] declares a property called Name - which is not a member of the type.

PR updates this to RuleName.

Resolves #2010
