`pwsh` as DSCv3 resource

PS7 settings should be configurable via DSCv3

- Keep existing JSON configuration format and create JSON schema
- Use embedded resource manifest on Windows (external file on non-Windows) to ensure Store published version can be found as resource
- handle both CurrentUser and AllUsers scope
