Always sign ADO builds #1509
Description
Per PowerShell/vscode-powershell#2536 (comment) it's come to my attention that I've already forgotten this issue with our compliance templates where only manually triggered builds are signed automatically. This is not our workflow and has tripped us up several times in the past, so we're going to set the build to always sign.
