PSHostUserInterface should set SupportsVirtualTerminal to true

Users of the PowerLine module have noticed that VT100 sequences aren't being written out correctly in the integrated console. This requires the PSHostUserInterace.SupportsVirtualTerminal property to be overridden with a return value of true.
