Issue Type: Bug

Whenever I attempt to insert comment based help with the ## shortcut that used to grab all the already created parameters, it inserts a full copy of my function instead of any help comment blocks.

I have tried changing the block comment settings to no avail.
The comment-help vscode command does work but I would really rather have my ## command back as it made documenting code so much easier.

This has been fixed in PowerShell/PowerShellEditorServices#740

It's just pending a new release 😄
