Goal

Establish an evidence-first AI operating system for SWFOC runtime/mod reliability.

Acceptance Criteria

• Repro bundle contract (repro-bundle.json + repro-bundle.md) is required for runtime/mod issue readiness.
• PR policy enforces reliability evidence for runtime/tooling/tests surfaces.
• AGENTS contracts exist at root + scoped locations.
• CI validates launch-context and repro-bundle fixture contracts.
• External quality signals (visual compare, sonar, duplication) are integrated and linked to actionable issues.
