Acceptance Criteria

• Catalog-driven spawn presets + batch operations available for shipped profiles.
• Selected-unit inspector supports apply/revert transaction semantics.
• Tactical and campaign bundles enforce runtime mode gating deterministically.
• Action reliability states (stable/experimental/unavailable) are surfaced in UI/logs.
