Make user control settings of WP more obvious on PF user control tab #894

It is not clear from the User Control tab that the WP settings for drafting, editing, and publishing a post remain the same regardless of PF settings. This might be restating the WP permissions or at least a link to more information https://codex.wordpress.org/Roles_and_Capabilities
