Have a base Admin Panel web Ul for the ProgPhil Bot

Have a working template for future development of the PPH Admin panel

Acceptance Criteria

• Discuss and research what front-end framework should be used
• Document findings on the Wiki
• A web admin UI template must be created for future development of the Admin Panel for the PPH bot
• Admin Panel must contain only basic UI/UX components. No other functionalities like database connection, logins, security, nor connection to the bot itself must be implemented
• The admin panel must contain reusable components that can be used and reused when the development for the actual functionalities has started
• The initial codebase should be included in the repo in a separate branch not merged into main
• The app must be built into static files and deployed into Github pages
