Mission progress stuck at 0%

I've only seen this when using the new SPGG database (on my dev env and on the test server). But it seems unlikely that it woudl be related to the database/city.

Oops, accidentally created it too soon! I've had this happen to me twice, where I start a new mission and it stays at 0% for a long time. The 2nd time this happened to me, I looked in the database and saw that the distance_progress column of the mission table was set to -200 meters. So somehow the progress is being set to negative, and the progress bar stays at 0 while we slowly work out of that negative distance hole in the database.

So the goal is to figure out why/how the distance progress is being set as negative sometimes.
