Listing collaborators should be per city

Liga Peatonal should not be listed as collaborators for Columbus, OH (though perhaps "Open Columbus" should be (or however they refer to themselves)).

I get the idea in general, though I'm not sure I agree with it... Liga Peatonal has provided most of the Spanish translations for the website, which is useful for Spanish speaking users in all cities. So I think there is an argument to be made that Liga Peatonal should be in all cities. But I certainly think that it would be nice to have the Open Columbus group in the list of collaborators for Columbus only.
