Organize cities dropdown list by country

Brief description of problem/feature

Our partners in Taiwan (Frank) suggested that we group the cities in the dropdown list in the navbar by country. Possibly only showing the countries, then auto-expanding when hovering over the country name.

I don't think that the list has become that unruly yet, though simply ordering by country may be useful now.
