Adds configs for Knox County, Ohio; Taichung, Taiwan; and Kaohsing, Taiwan. I also updated the process after adding in unified login (#3712) for initializing the database for a new city, which involved making a new
sidewalk_init_users_dumpfile and updating the existingsidewalk_init_dumpfile. I also removed the old Google Analytics references, since they stopped collecting data in 2023 (#2857).Things to check before submitting the PR
