Changes the wysiwyg formats for Maatregelen and Beleidskeuzes.
Also makes it possible for Quill.js to indent lists.
The utility @/utils/quillFixIndent.ts is written for this purpose, as default Quill.js only uses css for indenting, which breaks exports. See this issue.
