Describe the bug
An upgrade does not remove/replace Leveranseoversikt, Erfaringslogg and Risikooversikt. They are left broken in the menu and needs to be manually fixed after upgrade.

Expected behavior
The pages should be removed on upgrade.

I've observed that the pages are not removed because the app-packages are updated first, which removes the old web part instances. This causes Get-PnPClientSideComponent to bomb while trying to find the pages with deprecated webparts.

The solutions is to move the removal of deprecated pages to before app-packages are updated.

Is it a workaround to run -Upgrade with -SkipAppPackages first? Obviously the sequencing must be fixed.
