Python 3.5 hit the end-of-life on Sept 13, 2020. As a result,
Bandit should also drop support for it.

there are example tox commands in CONTRIBUTING.md, might be good to update those too:

bandit/CONTRIBUTING.md

Lines 67 to 68 in aac3f16

tox -e py27
tox -e py35

Python 3.5 hit the end-of-life on Sept 13, 2020. As a result,
