Please add an `abi3-py312` feature flag #3645

Without this feature flag I cannot use PyO3 with a custom built libpython3.12.
This is a monkey-see monkey-do 5-10 min task similar to https://github.com/PyO3/pyo3/pull/2776/files

I have this working locally, but I cannot post a PR, as my company is in transition and previously unapproved OSS contribution is on hold.
