bump "latest" CI jobs to 3.12 #3489

Similar to #3488 but this PR just increases the versions which we use for "latest" CI jobs.

CI is green, so I'm going to merge this. I held the emscripten job back on 3.11 for the moment because it's clearly a harder problem to change from 3.11 to 3.12 for wasm builds. I noticed that in Python 3.12 there is a tool to build wasm in tree. I wonder if we want to use this. Tools/wasm/wasm_build.py
