PyPy 3.9 and 3.10 are no longer supported upstream, the latest release of nox has broken our ability to install them on Windows. pypy/pypy#5027 makes it clear that PyPy 3.9 and 3.10 are out of support.

I propose we just drop these to fix the build, save some CI time, and simplify the codebase a little.

I'm going to proceed to merge to unblock CI. If anyone has concerns please ping and we can reconsider before this gets shipped in 0.27
