Some of the APIs are being removed, so the "current" version of API docs will break. Switch those to use the stable version.

Also revert 46e23ad.

We'll add back Qiskit 0.44 as part of
#281.

This PR switches us to the new version selector mechanism, per
#324.

We have to delete from the migration guide the link to 2 APIs. This will
be restored when we add the 0.44 historical API docs. Tracked by
#301.

I didn't change the links for APIs that will still exist in Qiskit 1.0,
like primitives. It seems useful to point to the newest documentation
for those replacements.
