Where to host Qiskit CLA PDF? #796

Has anyone actually done this? I assume it's equivalent to signing with the CLA Assistant bot? EDIT: Turns out it is different, the corporate CLA is for if the contributor is doing it as part of their employment, or if they have a contract where their intellectual property belongs to their employer. |

Closes #796 We will host the PDFs at: https://docs.quantum.ibm.com/open-source/qiskit-cla.pdf https://docs.quantum.ibm.com/open-source/qiskit-corporate-cla.pdf This folder corresponds to the new `open-source/` folder we'll want at #605. We decided we don't want to prefix the URL with `additional-resources/` because it makes the URL too long and it makes it harder for us to reorganize docs in the future. We'll set up redirects for the old qiskit.org URLs.

We host the Contributor License Agreement as a PDF at https://qiskit.org/license/qiskit-cla.pdf and https://qiskit.org/license/qiskit-corporate-cla.pdf. It's referenced in the Qiskit contributor guide:
