[collab] adjust collab CI to run on a weekly schedule

Current the collab.yml file runs for every PR

Build Project on Google Collab (Execution) / execution-checks (pull_request)

We should adjust this so that it only runs weekly -- and if an issue is found we open an Issue to report the execution failure.
