Adds Harvest table and APIs

To add user and bot accessible remote audio upload facilities. Document here: https://github.com/QutEcoacoustics/baw-server/wiki/Harvest-Workflows

Fixes #539

Changes

  • Harvest table, model, API, and state machine added
  • A completely reworked harvest job
  • Changes to Harvest Items as well as API exposed for those objects.
