Any plan to hipify Chainer/CuPy ? #4

Hi.

I'm new to Radeon openComputing/MIOpen, and I'm interested in
RoCm platforms and MIOpen because I usually use AMD graphic cards
in my Home device.

I often use Chainer as a deep-learning backend library, so I want to know
there is any plan to hipify Chainer and Cupy, as its acceleration library.
And I want to ask what I can do if there has been no plan or it is far from
accomplishing hipify these libraries.

* Add half_t support to NumericLimits and make constexpr GetZeroVal() of binary operator

* Add CONSTANT decorator for descriptor read buffer

* Use get_thread_local_1d_id() for thread local Id

* Rename GetZeroVal() to GetReductionZeroVal() in the kernels

* Remove constexpr from initialized zeroVal and tiny fix in reduction_operator.hpp

* Occasional tiny simplification and update in the kernel files

* Update in src/reducetensor.cpp for consistent IDs passing to the kernel

[HIP][COMGR] Abstain from COMGR by default for HIP backend (revert #1253

). Add regression test for issue-internal #4 (#1273)

Resolves (hides symptoms of) https://github.com/ROCmSoftwarePlatform/MIOpen-internal/issues/4 and #1257.

- Reverted #1253 
  - Kept some useful stuff for CMake + tidy fixes for 4.5
- Added regression test for https://github.com/ROCmSoftwarePlatform/MIOpen-internal/issues/4

[Informative] Actual problem is that kernels built via COMGR may have correctness problems (we know some cases for gfx90a).
