build: Update Python requirement to 3.10 #445

The next release of sphinx-book-theme will require python >= 3.9, so we have to update the minimum requirement from 3.8.

While at it, let's update to 3.10, available in the latest Ubuntu LTS 22.04 (3.8 is the latest supported in 20.04)

This is a breaking change because it requires updating .readthedocs.yaml (tools.python) and re-generating requirements.txt for all dependent projects.

This is a breaking change in the toolchain, shall we use it as an opportunity to bump version to 1.0.0?
