We likely need the same stuff for r1.10-rocm release branch?

@whchung yes. Still need to pull this into

  1. develop-upstream
  2. r1.10-rocm
  3. eigen upstream

Both #1 and #2 use the eigen-upstream mirror repo we have in ROCmSoftwarePlatform, so I will submit a PR to update that repo first, followed by PRs for 1 and 2.

#3 will need to extra work to sort through the other failures we are seeing.

- bodies would earlier appear in the order (i, i+3, i+2, i+1) instead of
  (i, i+1, i+2, i+3) for example for factor 4.

- clean up hardcoded test cases
