Zoom workspace without zooming flyout

Is your feature request related to a problem? Please describe.

Some developers prefer to keep the flyout zoom constant while changing the workspace zoom.

For instance, scratch does this.

Describe the solution you'd like

There are changes in scratch blocks to make this work. The most complicated part is placing a block correctly during a drag from the flyout, because the mouse may be over the block at one zoom scale but not at the other.

Open questions:

• Is this an extension?
• Is this a property of the flyout? The toolbox? The workspace?
• Is this an accessibility concern?
