Newly pasted block is positioned incorrectly

Describe the bug

To Reproduce

Steps to reproduce the behavior:

1. This is only on develop. To get started, pull develop and do an npm install & npm run start.
2. Pull a block from the toolbox and place it on the workspace.
3. Copy the block.
4. Paste the block.
5. Notice how the pasted block is across the workspace from the original block.

Expected behavior
Pasted block should be displayed close to the copied block.
